This means they are out in full view to be seen. They are not hidden. By their very nature, they are aggressive, forthright, and visually important. Men and women were made this way for a simple reason. The man's "goods" are meant to be masculine, dominant, and strong. That's why they exist outside of the body and are not hidden from view.
